Position Overview

The Property Manager is responsible for the overall operation and
performance of an assigned residential community. This position
oversees day-to-day property operations, staff management,
resident relations, leasing, maintenance, compliance, budgeting,
and financial performance.

The Property Manager will effectively coordinate people,
activities, and resources to achieve community objectives,
maximize occupancy, maintain property value, ensure regulatory
compliance, and provide exceptional service to residents and
ownership.

Key Responsibilities

Staff Management & Leadership

* Lead, supervise, mentor, and develop on-site property staff.
* Participate in interviewing, hiring, training, and onboarding
employees.
* Conduct annual performance reviews and provide recommendations
regarding compensation and performance improvement.
* Address performance issues through appropriate coaching,
documentation, and corrective action.
* Establish daily and weekly staff schedules and assignments.
* Coordinate maintenance schedules and assignments with the
Maintenance Superintendent.
* Ensure employees understand their responsibilities, company
policies, and community objectives.
* Cross-train staff and ensure appropriate coverage during
management absences.
Communication & Customer Service

* Maintain effective communication with residents, ownership,
supervisors, employees, vendors, and other stakeholders.
* Respond to client, supervisor, and resident inquiries within
the same business day whenever possible and no later than 24
hours.
* Prepare clear, professional written communications, reports,
emails, and correspondence.
* Maintain a professional, customer-focused presence throughout
the community.
Property Administration

* Oversee day-to-day administrative operations and establish
efficient office procedures.
* Manage rent collection and take appropriate action regarding
delinquent accounts and nonpayment.
* Ensure timely completion of required reports for ownership,
management, and applicable agencies.
* Enforce property rules, regulations, lease provisions, and
governing documents.
* Negotiate and coordinate vendor services and operating
contracts within established approval guidelines.
* Prepare management reports and attend meetings with ownership
and senior management.
* Oversee resident communications and property answering
services.
* Manage eviction documentation and represent ownership at
scheduled court proceedings when required.
* Oversee security deposit administration, including inspections,
disposition letters, and refunds.
* Maintain accurate resident, applicant, accounting, vendor, and
contract records.
* Ensure leases and related documentation are accurately
completed and entered into Yardi.
* Establish and maintain effective rent collection procedures.
* Monitor landlord-tenant relationships and mediate disputes when
necessary.
Affordable Housing Compliance

* Maintain current knowledge of applicable affordable housing
regulations and requirements.
* Oversee initial certifications, recertifications, special
claims, voucher processing, and related compliance activities.
* Maintain required professional certifications.
* Understand and administer applicable property documents,
including Tenant Selection Plans, Affirmative Fair Marketing
Plans, Regulatory Agreements, and other governing documents.
* Ensure timely and accurate reporting to applicable monitoring
agencies.
* Prepare for and follow up on agency inspections, monitoring
reviews, file reviews, and REAC inspections as applicable.
* Respond to monitoring agency requests and ensure corrective
actions are completed.
Leasing & Marketing

* Maintain the highest possible occupancy levels through
effective leasing, marketing, and resident retention strategies.
* Develop and implement property marketing plans.
* Monitor leasing performance and recommend improvements.
* Review and approve applications and move-in documentation.
* Lead property tours, show vacant apartments, and promote
community amenities.
* Oversee lease orientations and signings.
* Coordinate open houses, realtor tours, leasing events, and
resident promotional activities.
* Develop and implement resident retention initiatives.
* Ensure leasing staff utilize effective sales and closing
techniques.
Resident Relations & Retention

* Provide timely responses to resident concerns and requests.
* Maintain strong resident satisfaction and community
relationships.
* Communicate community notices, policies, and important
information to residents.
* Coordinate resident activities and community programs where
applicable.
* Connect residents with appropriate community resources and
support services.
* Work with Resident Service Coordinators and support
organizations to provide referrals.
* Assist with resident programming and community newsletters.
Maintenance & Physical Plant Operations

* Oversee routine, preventative, emergency, turnover, and capital
maintenance activities.
* Prioritize and schedule maintenance and cleaning requirements.
* Conduct regular property inspections and ensure identified
issues are addressed.
* Ensure after-hours emergency maintenance is handled
appropriately.
* Schedule and oversee capital improvement projects and
contracted work.
* Conduct annual unit inspections.
* Develop and implement preventative maintenance programs.
* Monitor energy conservation initiatives.
* Identify and oversee capital improvements and replacement
programs.
* Utilize Yardi to enter, monitor, and track work orders and
maintenance activity.
Safety

* Establish and maintain emergency procedures for the property.
* Ensure compliance with applicable local, state, and federal
safety requirements.
* Identify and correct unsafe conditions promptly.
* Promote a safety-first culture among property staff.
* Report liability incidents and workers' compensation claims
appropriately and promptly.
* Complete required safety inspections and documentation.
Financial & Budget Management

* Prepare the property's annual operating budget.
* Monitor monthly financial performance and report budget
variances.
* Manage purchasing and expenses within approved budgetary
limits.
* Maintain accurate financial and expenditure records.
* Solicit competitive pricing and obtain multiple bids for
significant expenditures when required.
* Process and approve accounts payable.
* Maintain knowledge of accounts payable and accounts receivable
procedures.
* Make sound financial decisions that support the property's
operational and financial objectives.
* Prepare and submit applicable grant renewal and reimbursement
documentation.
* Submit special claims and supporting documentation for
reimbursement when applicable.
Professional Development & Networking

* Participate in relevant professional organizations and industry
events.
* Stay current on property management, affordable housing,
regulatory, and industry best practices.
* Participate in required training and continuing education.
Qualifications & Requirements

* High School Diploma or equivalent required; Bachelor's degree
preferred.
* 2+ years of multifamily property management experience.
* Prior experience directly supervising and developing employees.
* Proven leasing and marketing experience.
* Affordable housing experience strongly preferred.
* Experience with HUD and/or affordable housing compliance
preferred.
* Relevant certifications such as HCCP, COS, C3P, SHCM, CAM, or
ARM preferred.
* Proficiency with Microsoft Office, including Word, Excel, and
Outlook.
* Yardi experience preferred.
* Strong customer service and communication skills.
* Excellent organizational and problem-solving abilities.
* Ability to manage multiple priorities in a fast-paced, changing
environment.
* Ability to physically inspect properties and individual units.
* Strong written and verbal English communication skills.
* Valid driver's license, insured vehicle, and ability to travel
between properties, attend training, and respond to on-call
emergencies as required.
