Position Overview
The Head of Governance Operations will be responsible for leading the development, implementation, and scaling of the governance framework and e-governance platform. This role ensures that the governance model operates efficiently, transparently, and profitably while maintaining compliance with the applicable charter, regulatory framework, and laws.
Key Responsibilities
Strategic Leadership & Governance Development
● Develop and execute a comprehensive roadmap for the governance layer.
● Establish key performance indicators and drive governance operations toward profitability.
● Collaborate with leadership bodies and stakeholders to align governance initiatives with strategic goals.
E-Governance Platform Development & Implementation
● Oversee the design, development, and implementation of the e-governance platform.
● Define technical requirements and functionality for digital services such as permitting, registry operations, dispute resolution, and tax administration.
● Ensure the platform delivers transparent and efficient services for residents and businesses.
Registry Operations
● Oversee entity, personal, and property registry operations.
● Ensure efficient processing of residency applications, entity formations, and property transactions.
● Develop streamlined procedures that balance regulatory compliance with an excellent user experience.
Regulatory Compliance & Risk Management
● Ensure compliance with applicable regulations and legal frameworks.
● Define SOPs and systems for applying and administering governance rules.
Financial Management & Profitability
● Develop and manage the governance operations budget.
● Identify and implement revenue-generating opportunities within the governance framework.
● Optimize operational costs while maintaining high service quality.
Team Building & Management
● Build and lead a high-performing governance operations team.
● Develop training programs to ensure team members are well-versed in the governance model, regulatory framework, and operational procedures.
Qualifications
● Bachelor’s degree in Public Administration, Political Science, Law, Business, or a related field (Master’s degree preferred).
● Proven track record of leadership in governance, public administration, or regulatory operations.
● Experience with e-governance systems, digital platforms, or regulatory technology.
● Strong knowledge of compliance, risk management, and legal frameworks.
● Financial management experience, including budgeting and revenue optimization.
● Exceptional organizational, analytical, and problem-solving skills.
● Demonstrated ability to collaborate with senior leadership and cross-functional teams.
● Strong communication and interpersonal skills, with the ability to engage diverse stakeholders.
● Experience building and leading high-performing teams.
